Solutions that help people reach their economic potential—including supports for labour force transitions, upskilling and reskilling, newcomer integration, financial empowerment, childcare, and income security.
We work with our clients to strengthen systems that support employment, skills development, and economic integration—increasing labour force participation, improving worker mobility, and building a skilled, resilient workforce. Our goal is to help more people, especially those facing systemic barriers, build meaningful careers, achieve financial stability, and contribute to an inclusive economic growth.
Our work spans the full policy and program lifecycle. We support strategy and design, use data analytics to surface patterns and barriers, and evaluate what’s working, with a focus on implementation, equity, and outcomes. We’ve helped provinces modernize employment services, redesign income supports, improve labour market information, and strengthen performance systems. Alongside this, we’ve tested models for training and income delivery and supported governments in using data to improve coordination and outcomes. Across every challenge, we bring deep policy insight, strong technical skills, and real-world delivery experience.
Economic opportunity doesn’t happen by accident. It’s built through systems that work for people. We help our partners make those systems more responsive, inclusive, and future ready.
Solutions that increase access to safe, affordable housing—reducing houselessness, supporting housing stability, and accelerating pathways to rehousing.
Blueprint helps governments, housing providers, and community organizations strengthen housing systems—ensuring they are more coordinated, effective, and responsive to people’s needs.
We work to reduce houselessness and expand access to safe, adequate, and affordable housing through better policies, programs, and system design. This includes reimagining housing benefits, assessing transitional and supportive housing models, and aligning strategies with broader social, health, and economic goals.
We help design and evaluate interventions that promote housing stability and reduce risk, such as rapid rehousing and wraparound supports for people with complex needs. Our analytics and performance tools let decision-makers understand need and demand, identify who’s being reached, uncover service gaps, and better coordinate resources. We also help municipalities and housing providers strengthen data infrastructure, track progress, and scale what works.
Across all our work, we focus on real-world implementation, continuous improvement, and actionable insights that help housing systems deliver better outcomes for people and communities.
The results? Better access, less duplication across systems, and a stronger evidence base for what works. With policy insights, analytical rigour, and a people-centred approach, we help build housing systems that deliver results—for individuals, communities, and our economy.
Solutions that promote healthy development, strengthen families, and support the well-being of children and youth—especially those involved in public systems.
Blueprint partners with governments, service providers, and community organizations to improve the systems and services that support children, youth, and families across life stages. From early childhood to adolescence, mental health to housing, we bring coordination to complex challenges.
Families rarely interact with a single system. We take a systems lens to help partners move beyond fragmented mandates toward proactive, integrated approaches that that reflect the social determinants of health—housing, income, education, safety, and more—and how people actually navigate services.
Our work maps service pathways, identifies gaps, and builds strategies that address root causes, not just symptoms. We support early interventions, strengthen service coordination, and focus on outcomes that matter: healthy development, family stability, and long-term inclusion.
Through research, evaluation, and analytics, we test promising innovations—from wraparound supports to cross-sector, early intervention models—and generate insights to guide smarter, more equitable service delivery.
We’ve helped partners improve early years programming, assess youth mental health initiatives, and design tools for continuous learning. Across all projects, we bring deep policy expertise and a commitment to solutions grounded in lived experience.
A better future starts with strong foundations. We help build systems that are proactive, equitable, and built to help all children and families thrive.
Solutions that connect justice, health, and social services to strengthen safety, reduce harm, and address root causes—improving social and economic outcomes for individuals and communities.
Blueprint works with governments, community organizations, and service providers to strengthen systems that support safety, justice, and well-being—especially for those who are underserved, overrepresented in the justice system, or impacted by violence and victimization, including survivors of gender-based and intimate partner violence. We centre prevention, safety, equity, and public value, helping partners shift from reactive enforcement to proactive, community-driven strategies.
We’ve supported community safety plans, diversion frameworks, and justice transformation initiatives, bringing together policing, housing, health, and social services to build integrated, proactive responses. Our research, evaluation, and data analytics services help decision-makers identify high-need populations, track safety trends, evaluate prevention programs and diversion models, and improve outcomes. We’ve also worked with municipalities to develop city-wide safety strategies, strengthen cross-sector data infrastructure, and ground solutions in lived experience.
Through every project, we help partners break down silos, use evidence to drive change, and build systems that put people first.
Our team and partners live and work on the traditional territory of many Indigenous people across Turtle Island. Blueprint’s home office is situated in the area known as Tkaronto, an area that has been caretaken by the Anishinabek Nation, the Haudenosaunee Confederacy, and the Huron-Wendat for thousands of years. We strive to meaningfully incorporate principles of reconciliation with First Nations, Inuit, and Métis peoples in our day-to-day work, as is our collective responsibility as treaty people, which requires ongoing reflection and collective action.
